As a town, St. Cecilia was anything but saintly—prostitution, dope, gambling, the works. Matt Rudd of the Vice Squad had the lurid inside story. But he was helpless as long as crooked politicos like Nick Bartkowiak and his right-hand goon, Little Artie Nowack, kept the Police Commissioner under their thumb. Then the strangling of one of Little Artie’s call girls raised a few eyebrows, especially Rudd’s. And when his questions brought him face-to-face with a gun, a five-gallon bucket and a sack of plaster of Paris, even the cowering Commissioner had to face facts—shoot to kill! All-out war on the underworld!

The title refers to the fictional city of St. Cecelia (which may be San Diego). Matt Rudd is on the Vice squand. The book starts when an out-of-town businessman complains that he's been 'rolled':

Warner said, “The girl came to my room about eleven-thirty last night. She said her name was Kitty, but she didn’t give a last name. She was about twenty-five, five feet four, around a hundred and fifteen pounds. She had dark hair and eyes, a very pretty face and was built like a Coca-Cola bottle. I gave her fifty dollars to spend the night.”
“Any distinguishing marks?”
“Yes, one. She had a small tattoo in the shape of a heart on her left hip.”
Carl said sourly, “You left the light on, huh?”

Now, despite the subject matter- prostitution and 'rackets,' corrupt politicians and cops posing as pimps, this is really a sweet and rather innocent man-tasy. Deming never really gets edgy, and Matt Rudd behaves like a gentleman throughout, but the story has a nice pace, and is never boring. Sometimes it even gets titillating:

For an instant she stood facing me, her back arched to push out her magnificent breasts, then did a pirouette and picked up her drink. Carrying it to the easy chair facing the television set, she sat, tucked her bare feet beneath her and gave me a chummy smile. I pulled a straight-backed chair over next to the easy-chair, picked up my own drink and sat down. A private eye thing was playing on television, but I didn’t look at it. You can see those any night, but how often do you see a bare forty-inch bust that doesn’t require support?

“Cheers,” she said, elevating her glass. I raised mine too, and we drank.

A solid, if somewhat unexceptional police procedural. Protagonist is a vice cop somewhat under the thumb of local town bosses, when he thinks he's inadvertantly helped a whore get murdered he decides to get the killer. Most notable for a surprisingly frank look at sex -- it's the early sixties but you get, rather carefully spelled out, little lessons on how streetwalkers work, on how whores live and work, the difference in those days between a "pimp" and a "procurer", etc. Also interesting for the professional, craftsmanlike job here -- Deming actually tries to make fundamental implausibilities like having a vice cop solve a murder plausible. Suffers a bit ala Robert Colby for not really delving as deep into the dark subject matter as one might feel is suitable -- it's not really very psychologically plausible. Protagonist is a conventional square-jawed hero, and I doubt such really exist in that world. But still not bad. The final reveal is not really that surprising, but at least it's fairly clued -- good craftsmanship, again.
Anything But Saintly by Richard Deming stars Sgt. Matt Rudd of the vice squad. A call girl's murder starts off this well told tale of
hardboiled crime.
Deming does a great job of describing a world in which petty criminals use strong arm tactics that sometimes get out of hand. Where top police brass often look the other way depending on how politically connected a crook might be.
An excellent example of mid-20th century crime fiction. Highly recommended.
